I am assuming that the flag was captured by an Army unit and the soldiers signed the flag. 32″ x 22″ making it a pretty standard size. It appears to be fairly fragile but not so bad that it can’t be handled, and is in very good condition considering the age.
Blue is a little darker than pictures show.
